    "content": "After training, they should be employed. I urge this House again to look into the Kenya Power Act. We should look at the provisions of the Motion which we passed last week. The Kenya Power should reduce the connection fee to even Kshs15,000. We should break the monopoly of the Kenya Power. The Tenth Parliament passed the Kenya Post Office Act and introduced other agencies like Safaricom to compete with the post office. This brought down the rates and many people were able to access communication services. The Kenya Power has no competitor at the moment. As we train these people and join the job market, they need to start small businesses. They should conduct their businesses without any problems. Even with the credit that they will be given, they might not be able to do any meaningful business. You can imagine a youth getting a loan and spending Kshs70,000 to connect power. He also needs money to buy equipment and run the business. This is going to be very expensive for our young people in this country. I urge this House to come up with ways to deal with the issue of Kenya Power."
