    "content": "of apprentices. One of the biggest questions that has arisen is that of apprenticeship. We have students who get out of college and proceed to university to get the diplomas that they need. Unfortunately, there is not much on the job training. That is something which needs to be done. So, I support this Motion for that reason. I also support what hon. Shabesh submitted earlier, in terms of translating this Motion into a resolution of this House. Moving towards a resolution, I would urge that the Mover gives a minimum figure of the amount that should be given to the apprentices, thereby creating a Motion that is amenable to execution. We should state, for instance, that the apprentices should be given between Kshs100,000 and Kshs200,000 to enable them set up their businesses. I would urge that we have a figure and a resolution that can be executed forthwith. Our failure to provide for a figure leaves it to the Executive to make a decision on how to execute the Motion. I would urge that as much as possible, this particular House passes Motions that are well thought out and well ventilated, which are amenable to execution, beginning tomorrow. The idea of supporting youth who have been trained is very commendable. The particular group of people that is targeted by this Motion will already have received the training that they need, which is the training we are asking that it be included in the other funds that have been supplied by Government, where the groups that got the money received absolutely no training and, therefore, we mistook the money for business with money meant for welfare. Funds meant for business should just be used for business. If there are other questions of welfare, they should be sorted out by other funds. Since I am on the Floor, I urge that the youth also be taught about family matters. Unlike the Marriage Bill that we are trying to postpone here, which has been postponed since 1971, a lot of our young people need to be encouraged to move into the family way and set up families that are stronger and good. So, some of the measures we are putting in place will enable the young people to not only have business but also to move into the family way in a way that the country would appreciate. With those remarks, I beg to support the Motion."
