    "content": "Training for industry is different from training for economy. It is also different from training for individual’s development. The industrial training seeks to ensure that an individual within a given industry is trained to be a better performer in that industry. He is also trained to improve his knowledge in the application of skills in that relevant industry. So, I urge the Mover of this Motion to make a clarification as to what exactly he seeks to achieve by seeking to expand the structure of the Fund. This is because by law, no person can access the industrial training levy unless that person is first and foremost an employee of an employer."
