    "content": "am imaging the Government should target such areas for irrigation. This will solve a lot of our problems in terms of food shortages; it will also solve a lot of problems if we get this water to areas like Mwingi, Kitui, Mutomo all the way to Kibwezi. Those areas have no water. I agree with recommendations that if at all these two institutions release water to the ocean, and as it does so it causes damage to crops and animals, I demand these communities must be compensated because of that damage."
