    "content": "Before we put in place mechanisms to irrigate and have the water for domestic use, it is important that there is proper and timely warning before the water is released. By the time the water is released, we should not have communities suffering as a result of that action. If we do that, we will be helping the communities and at the same time we will improve the economic welfare of our Kenyans."
