    "content": "Hon. Speaker, Sir, by coincidence, this sort of thing was decided by the House of Lords in 17th July, 1868 in the very known case that you and I know of Rylands versus Fletcher. If you permit me I will quote the strict liability thought. It says:- \"the person who for his own purpose brings on his lands and collects and keeps there anything likely to do mischief, if it escapes, must keep it in at his peril, and if he does not do so, is primafacie answerable for all the damage which is the natural consequence of its escape\"."
