    "content": "Thank you so much, for that ruling. We have nothing to report. It is only requesting for an extension of a commencement date. We are not going to discuss the nitty gritty of the Bill. This is because it is already going to commence on 24th July, 2013. It was signed by His Excellency the retired President Mwai Kibaki in January this year and the Cabinet Secretary took over the office in May, this year. There are no structures in place to operationalise the Act. So, what we are seeking here is just only an extension. So, there is no reporting. On that note, I would ask my vice-Chairman to second the Bill. Thank you."
