    "content": "Okay. I want to say that when this Bill was tabled in the Cabinet, it brought a lot of acrimony; first, because there had not been enough consultations amongst the stakeholders. I remember hon. (Dr.) Kuti, almost cried when livestock was included in the Bill. One of the concessions made were that livestock would be removed from this Bill so that hon. Kuti could be accommodated."
