    "content": "First of all, I want to tell this House that we are discussing the amendment by hon. Chepkonga. You know, what the Committee has tabled maybe came from the Cabinet Secretary. We do not know where they got it from. What I know now is that this House has power to amend, agree or disagree on any Committee’s report. We have done it before. A Committee’s report has come before this House and it has been amended here. Therefore, it is not right for us to be told: “Because the Cabinet Secretary said six months, it is enough we must be bound by that.” I want to tell the House that yesterday, when the debate and issues came before this House, we were unanimous that there are serious issues on the Act and, therefore--- I am urging Members so that we can get time to deal with the issues that have arisen. Let us extend time as proposed by hon. Chepkonga. We respect the Committee."
