    "content": "Hon. Speaker, Sir, I will be very brief because I contributed to this Bill yesterday. This is a very fundamental Bill. In my appeal, it is very unconstitutional. That is why this Bill was called “AlFA”. Those of us who come from the livestock producing areas and were in the last Parliament removed the aspect of livestock. Today, it is called “AFA Act, 2013”. I urge the Departmental Committee on Agriculture, Livestock and Cooperatives, in the interest of Kenyan farmers, to make use of the six months window. If they feel that they can bring an amendment because they feel that this Bill is unconstitutional, then they should do that within this period. We do not want another extension. We will not give another extension after six months. You have six months to tell us, as a country or as Parliament, whether this Bill is constitutional and whether it meets the interest of Kenyan farmers. Hon.
