"content": "In Clause 4, I want to encourage the Chairman to include the provision for an open and competitive process in hiring because it is not just enough to say that you are giving the President the opportunity to hire the Chairman, and the Cabinet Secretary to hire the Chief Executive Officer. If we do not provide for an open and competitive process, the Chief Executive Officer can decide to be hiring his relatives and friends."
