    "content": "THAT, aware that thousands of Kenyans graduate annually from universities countrywide; deeply concerned that unemployment rate continues to rise, leaving more graduates stranded each year after completing their studies; further concerned that some universities are unconsciously offering courses not approved by the Commission for Univeristy Education, hence worsening the situation; noting that Article 55(c) of the Constitution makes it mandatory for the state to take measures, including affirmative action measures, to ensure that youth have access to employment, this House urges to the Government to:"
