    "content": "I note that most of the environmental management issues have been devolved to the counties; I urge the county governments to come up with measures to effectively manage the waste that we see everywhere in this country. NEMA has been in existence since 1999. We also have the Environmental Management and Co-ordination Act, which regulates and manages environmental issues in this country. At the moment, most of the functions have been devolved to the county governments. I am a Member of the Committee on Environment and Natural Resources, and one of our interests is to review the Environmental Management and Co-ordination Act, so that it can be in tandem with the new Constitution. As an hon. Member has suggested, we should even have recycling plants around Dandora and other towns which have dumpsites. I recognize that we can manufacture most of the fertilizers that we are importing from the waste in Dandora. We can also get organic manure from the waste besides other products that we can generate. There is an opportunity in hon. muzee’s constituency and as an environmental expert, I will team up with him to see how we can generate some income from the waste in the constituency. I support the Motion as moved by hon. Gakuya."
