As you are aware, this matter had been deferred three times in the past and through your wise directions you said that this matter should come up at a time after the Budget which we have obliged. This issue has been on the Order Paper for the last six months. Mr. Speaker, Sir, the amendments are largely in conformity with the President’s amendments. In view of the circumstances in the country, I beg your indulgence, with all humility that this matter should proceed."
