    "content": "On a point of order, hon. Deputy Speaker. I seek your direction. Under Schedule Four of the Constitution, the function of management of our refuse removal, refuse dumping and solid waste disposal is a function of the counties. While I have no issue with the Motion itself, and I will be supporting it, because it is a policy issue on environment and the Government should aid the counties, we cannot urge the national Government to come up with a commissioner to manage waste disposal in this country. It is the function of the county governments. I do not think we have that mandate; we should leave it to the people it belongs to. I think the amendment is not in order!"
