    "content": "Mr. Speaker, Sir, this Bill is very important to Kenyans, especially at this time when there is extreme poverty and people cannot afford food and there is famine which makes the situation even worse. It appears clearly that the Government is trying to avoid tackling the issue. They are not handling the issue of food distribution and relief to those who are in dire straits well and yet, they are withholding the passage of this Bill which may very well offer relief to the majority. Is it in order for the Assistant Minister to claim that there are consultations on amendments? What consultations are needed after the President has issued his memorandum? Why did the Minister not indicate this to the House Business Committee (HBC) yesterday? Are we being taken for a ride?"
