    "content": "Thank you hon. Deputy Speaker for giving me this opportunity. The issue we are discussing this morning is a national one. It affects all the counties and we need to have a Garbage Management Authority which will be responsible for transporting and disposal of garbage to a proper dumpsite. Talking about my county, I represent Garissa County where garbage is disposed off in the streets and everywhere between the plots and houses. That garbage can cause serious health outbreaks in human beings because if animals eat garbage - which includes paper bags, condoms and all the nasty things - it can cause a serious issue on human health."
