    "content": "We can do this seriously well through a legislation that is going to ensure that, at least, even at primary level, we have talented people. We need to nurture the talents of our young people because they can form a good base of income for this country, if we give them incentives and facilities to proceed. The provisions that hon. Wamalwa talked about in terms of the President having promised something in his Speech, as mentioned earlier by others, these are provisions of the Constitution in Article 227. They are mandatory and we need to assist in implementing them. I urge and support strongly that this can be the best way forward in taking care of the issue of youth unemployment."
