    "content": "First, I have listened and heard what the Leader of Government Business has had to say as presented by the hon. Amos Kimunya, who is also the Minister for Transport; I have heard the reaction of the sponsor of this Bill, the Member for Mathira, who has expressed several sentiments with respect to what has transpired between him and the Minister. First I note that this Bill has been pending since 2009; indeed the House deliberated on it and passed it in 2009, and we are now in 2011. It is, therefore, two years since this Bill was passed. Minister, your reason that you need to hold consultations obviously does not hold any water. Two years is a long time by any standard. You can only be ridiculed if you say you need to consult for more than two years; obviously you are not serious with what you are doing. I think you are being casual with this business."
