I want to raise an issue that the Leader of Majority Party has raised and he has said that this issue does not speak to the Constitution but speaks to an Act of Parliament. Acts of Parliament give effect to the Constitution. So, you do not have to amend the Constitution by going directly to the Constitution but you can purport to amend the Constitution through subsidiary legislation which is unconstitutional and that is what we are saying, that by this subsidiary legislation we are actually purporting to amend the Constitution."
