    "content": "Hon. Mbadi and myself should not even attempt to interpret the Constitution or the law because we are accountants. There are Judges in the Supreme Court who have been employed to do that job. They will tell us, once we are through, whether it is unconstitutional. So, what hon. Mbadi is doing is not late. He still has a lot of time at the Committee Stage to bring his amendments to correct the Bill for it to be in accordance with the Constitution, as he believes. If we beat him on that, he can go to the Supreme Court."
