    "content": "Thank you, hon. Deputy Speaker. This money was meant for the runoff. As hon. Mbadi said, it should not be Kshs6 billion because it was for the 2012/2013 Financial Year. I have heard the Majority Leader say that it will be factored in the 2013/2014 Financial Year. We want a clarification on whether it will be Kshs12 billion or it will still remain Kshs6 billion. This is because if it remains Kshs6 billion, where would the Kshs6 billion have gone?"
