Members are aware that pursuant to Article 261(5), failure to pass these Bills before the constitutional timeline of 27th August, 2013, may attract any member of the public to petition the High Court to dissolve Parliament, including the Senate. In this regard, the Leader of Minority Party requests all Members to be present in the House on Tuesday next week to pass this Procedural Motion which requires a two-thirds majority of the House for passage. I also wish to indicate that this Motion is proposed by the House Business Committee and not the Majority Leader. There is a general agreement in the House Business Committee in which both the Majority and Minority parties are represented for the House to be asked to approve this Motion. The leadership in both sides is alive to the fact that if Parliament is to consider these Bills in detail, it is not possible to pass them by 27th August, 2013. It is possible that we can forgo our recess but still not pass the Bills by 27th August."
