    "content": "Mr. Deputy Speaker, Sir, when we talk of parastatals we mean, where the Government has controlling shares. At the time the guarantees were given, this was a government parastatal. That is why the Government gave those guarantees even if eventually they became partially private. As the guarantees stand, the Government is obliged to pay as an obligation when they default."
