Temporary Deputy Speaker, Sir, what this Bill has done is to impose penalties on Kenyans; what this Bill has done is to make the poor pay more on taxation; what this Bill has done is to allow the rich to enjoy without paying tax. What am I saying? Property has been excluded from this Bill. Who should pay tax? Is it the girl who wants sanitary towels? If we pass this Bill, we are saying let the young girls pay tax for the sanitary towels. We need to collect tax from them. We have to collect tax from the poor person in Kibera, so that we can build roads."
