Speaker, I am rising on point of order under Standing Order No.182 which states thus: “A sitting of a committee shall be held at such place, date and time as shall be determined by the Chairperson or on a petition made by at least seven members of that committee but no meeting of a committee may be held outside the precincts of Parliament without the approval of the Speaker.” Standing Order No.191 states thus: “Committees shall enjoy and exercise all the powers and privileges bestowed on Parliament by the Constitution and statute, including the power to summon witnesses, receive evidence and to request for and receive papers and documents from the Government and the public.” I am concerned that the Member of Parliament for Kinangop has brought up this point and yet he is being bullied. Cabinet Secretaries should be summoned to appear"
