    "content": "Hon. Speaker, I rise to support the Motion. This is a very important Motion because if we do not extend the time of passing this Bill, then the consequences set out in the Constitution are going to follow. The delay is not because of this House but rather, it is because of the failure by those who are responsible for introducing the Bills so that they can come into the House. An example is CIC as hon. Members have said, and the various stakeholders. It will be fair that we extend time for an additional four months so that when we come back, we are in a position to comprehensively debate the Bill and pass it. It is important for Members to know that if we do not extend time for this law and a Kenyan moves to a court of law, this will impact negatively on the image of the House. The public will imagine or assume that failure is on us as a House. It will not be understood that failure is because of CIC and so on. It is, therefore, in our interest as a House that we extend time so that we do not give the public an impression that we are responsible for the delay. Hon. Speaker, listening to hon. Members, I think the debate for this particular Motion should come to an end and that you allow us, if we have the numbers, to pass it and move forward."
