    "content": "Hon. Temporary Deputy Speaker, the Cabinet Secretary may amend the rate of taxation. That is an amendment that should come. It should not be deferred for further consideration. We should not allow the Cabinet Secretary to amend the rate of VAT. He can amend the rate of Excise Duty, but not VAT. I do not understand the rationale behind this. The Government needs to support the poor and not hurt them. It is good that the Committee has thought positively of bringing amendments. I too will bring more amendments. I hope hon. Langat, the Chairman of the Committee, will support my very positive amendments. When I bring amendments to a matter like this one, it is for a good reason."
