    "content": "One of my major concerns is criteria of exempting and zero-rating of items that have been included in the Bill. One of the best aspects of a tax law is actually predictability. So, as long as we cannot predict what will happen with this Bill then we will still fall short. It might be simple. It might be economic but it needs to be predictable. For predictability, there needs to be a criteria. Let us have criteria of what is exempt and let us have a criteria of what is zero-rated and even an attempt at defining these basic commodities."
