    "content": "Thank you, hon. Temporary Deputy Speaker, Sir. I rise to support the VAT Bill, 2013 because of the reasons that have been given. One of those reasons is that we all know how complex the VAT law has been or the regulations therein. Indeed, the hon. Member for Kasarani, Hon. T.J. has conceded that he hardly understands the current law or even the Bill as proposed. Indeed, he has proposed that the Mover withdraws this Bill and brings another one that he may be able to understand."
