Members, the Message that I have just read out, from the Senate, relates to the appointment of Members of Parliament to the PAP, based on Article 5 of the Protocol establishing the PAP. I have directed that the business be put on the Order Paper tomorrow for consideration by this House. It is important, when we consider that business to bear in mind the provisions of the said Article 5, which relates to election, tenure and vacancies. For the convenience of Members, it reads as follows:- “The Pan-African Parliamentarians shall be elected or designated by the respective National Parliaments or any other deliberative organs of the Member States, from among their members.” Hon. Members, it is, therefore, important that you bear in mind that it is not a matter that is based on any exclusive powers of any particular House, where there are more than one chamber. It is, therefore, within the purview of this House to deal with that Message when it is brought to the House as a Motion, and deal with it as you deal with any other Motion. Yes, hon. Wamalwa."
