    "content": "The reason why I am seeking the adjournment of the House is fairly straightforward. You are aware that this country has a new Constitution which was promulgated, the work of our people. Thereafter, laws were enacted by this House specifically the Transition to Devolved Governments Act of 2012, the law that sought to create the structures that manage the transition functions to the county governments. In that process, an institution was created called the “Transitional Authority” and the work of that institution is to oversee devolution functions. It has been given certain criteria and standard to follow."
