    "content": "Hon. Temporary Deputy Speaker, Sir, I hope the Mover of this Motion will convert it into a Bill because it is not a small issue. I agree with the previous speaker that we are giving a lot of lip service to the youth issues. We should look at what is happening in this country about procurement. We are being told that 30 per cent of all Government procurement tenders will go to the youth, but when you tender and you are putting bid bonds at Kshs500,000 or Kshs1 million, where will the youth raise Kshs500,000 to give you bid bonds? Some of these things that we talk about as Parliament, we must get a way and means of ensuring that they change the lives of the people for whom we make them."
