I am sure because of certain experience in the past, the House, in its wisdom, found it necessary to indicate that any Member claiming a matter to be sub judice should produce evidence that there are proceedings, indeed, before a court, and that the matter is at some stage. The House made those rules. Therefore, any Member claiming that the matter is sub judice should discharge the onus placed on them by the Standing Order No.89(3). However, I want to direct that if you are seeking clarification, please do not take it as an opportunity to debate. Just seek clarification about what is not clear from the Statement made by the Leader of Majority Party. Seek clarification; it is so simple. For instance, hon. Nyasuna, what do you want the Leader of Majority to clear, which was not clear?"
