"content": "Order! Resume your seats! You must maintain order in the House! When one hon. Member is on his feet, the rest are supposed to be seated. It does not matter how many points of order you raise. This is the time for seeking clarification and these debates which you want to engage in are unhelpful. Indeed, hon. John Ngâongo read Article 236 of the Constitution which is very useful. I thought it would be available to any party that is aggrieved to know where to seek redress. So, this is just a question of clarification. This information is available to those who are aggrieved because this House makes laws which are interpreted elsewhere - contracts and others. Even if we sit here and say this or the other has not happened properly; if it has not happened properly, as a House we can make recommendations. Upon a proper Motion being moved, not through seeking clarifications from statements as requested from the Leader of Majority Party or from the Chairmen of Committees of the House â I am sure this is so clear to all of us; like we know the sun rises from the East and sets in the West. Hon. (Ms,) Nyasuna, you should give a further clarification on this because you decided to get information. There is a Member who is raising a hand up there. I do not know what he is seeking."
