Once the National Treasury opens the IFMIS system, it releases money or exchequer based on request. This letter shows that Parliament had not made the request. This letter is signed by S.O. Obudo for the Clerk to the Senate. This means that it is not the National Treasury that has a problem, but it is Parliament which did not make the request on time. This is the letter."
