    "content": "Hon. Chairlady, I want to seek the indulgence of this House for us to discuss this matter. I know for a fact that Members of this House are not averse to the passing of the VAT Bill simply because of their welfare. I want to speak as a Member of the Jubilee side of this House. It is about time we learnt to read the mood of the House. It will be wrong for the perception of Kenyans to be that we do not want to pass the VAT Bill, something that is not only important to this Government but also to Kenyans, simply because we are looking for our car grants. I think there is a bigger problem that the leadership of this House must take cognizance of."
