    "content": "Lastly, it is time we sat down, now that we have a new Constitution and a devolved system of government, I want to support Sen. (Prof.) Lesan that we should devolve these functions to the county governments so that the boards can be monitored and whoever does not go to work can answer to the authority which is near. Those people who are in the county governments are the ones who are affected most by these things. So, if we devolve these functions and ensure that the county governments take charge to ensure that work is done, I am sure we shall be making a good step."
