    "content": "somewhere along the line, the doctor and the person responsible will be called. This will encourage some sort of knowledge-sharing that might even indicate what the problem is and how it can be dealt with. It will indicate where gaps are and also help to ensure that prevention measures are put in place. It will also act as an oversight over this very specific health service providers so that at the end of the day they will know that their issues are being looked into. This will create a more systematic accountability where negligence has occurred and there has been inadequate treatment. More importantly, some of those problems should be filtered and taken back to the mother Ministry so that they can be looked at in detail. The Ministry then will come up with a policy paper which will include the key issues that have existed for a long time and create a blue print about the way forward."
