    "content": "Mwea Settlement Scheme was started in 1954. During the struggle for Independence, the Mau Mau detainees were used to construct the canals. The Scheme has been in existence for a long time. It caters for more than 30,000 tenants producing paddy for the local market as well as for export. A variety of rice is grown in conditions I would describe as pathetic."
