    "content": "Mr. Speaker, Sir, the question posed by Mr. Mutava Musyimi is quite fundamental and raises very serious issues. The House must commend the Right Honourable Prime Minister for giving a full answer to this question. However, the issue that come to play, now that he has explained the background is that the service contract should have been given to the Commissioners to sign before they were sworn in. As it is, the service contract was formulated after they were sworn in hence the trouble we are in now. Under the circumstances, what action has the Government taken to ensure that all future commissioners will have their service contracts determined and signed before they are sworn in? That is one.
