    "content": " Mr. Speaker, Sir, I do not know what behaviour about the principal implies. I do not know that the Chairman of this Commission has behaved as if he is one of the principals. What the Public Service Commission has said in its letter, and we have disagreed with him is that the Commission was supervising the Executive, Parliament and the Judiciary. What I said is that their work is basically to ensure that the Constitution is implemented and that each arm of the Government does its work. I do not know whether that amounts to supervision, but I know that the Constitution gives them power to ensure that all arms of the Government co-operate in order to see to it that the Constitution is implemented in accordance with the time."
