    "content": "One would expect that the county governments and the national Government can, in fact, sign agreements and deploy these Provincial Administration personnel to help establish county governments for the next couple of years while they are being paid from the wage bill of the national Government to relief the county governments of the burden as we move on. Sometimes you wonder whether the left hand knows what the right hand is doing because President Uhuru Kenyatta stood in public and we lauded him. He said, “I am from today ordering that Provincial Commissioners (PCs) and persons holding those levels of capacities in the Government are recalled.” I have not heard of another public pronouncement from the President about the recall of the PCs."
