    "content": "Thank you Mr. Temporary Speaker for giving me this chance to make my contribution on this very important Motion. First, this country is in transition. We are moving from analogue to a digital way of doing things. I also appreciate the fact that we are in a digital government. The success of our county assemblies is the success of this Senate. This is because most of the work that is done today by our county assemblies sums up what the Senate is supposed to do. Yes, we are supposed to protect the interests of the counties and county assembly members who are supposed to make laws that will make or effect functions of county governments according to the Constitution. Therefore, we should empower our county assembly members through training them and ensuring that they have the capacity to use computers which are the main instruments used in ICT.
