    "content": "Mr. Temporary Deputy Chairman, I would like to seek your guidance. I would like to raise an issue relating to the Standing Order No.47 and also Article 1 of the Constitution of Kenya. All the sovereign power of the Republic of Kenya has to belong to the people of Kenya and there is no way they can be able to delegate the power to the bodies represented by the Association of Professional Societies of East Africa. This will be taking the power of the people from Kenya to East Africa. I would want you to note that there is no corresponding circumstance upon which Kenyans are asked to contribute or to appoint people within the Constitution of Uganda or Tanzania. Therefore, what we are trying to do by trying to transfer the powers that are vested by the Constitution to the people of Kenya under Article 1of the Constitution to other persons other than the people of Kenya, looks like it will be unconstitutional."
