    "content": "(Prof.) Kindiki: Thank you, Mr. Speaker, Sir. I beg to move that the County Allocation of Revenue Bill (Senate Bill No.1 of 2013) be read a second time. The County Allocation of Revenue Bill of 2013 is the one that deals with the horizontal division of revenue among the counties. The brief history of this Bill is within the full knowledge of Members of this House. As Members know, the Senate of Kenya is in court concerning the predecessor Bill or the progenitor Bill which is the Division of Revenue Bill which is now an Act of Parliament.
