Members will recall that even the Kshs20 billion was a negotiated settlement. These figures have kept on changing since this Bill was first published. In any case, the Kshs210 billion is not something that can be varied. As I have said, it is the law and is what has been passed. I do not see how this is a theoretical Bill.
