    "content": "On a point of order, Mr. Speaker, Sir. I do not know why we are stuck in the old Constitution. We are under the new Constitution. Prof. Kindiki knows that in a Presidential System, a Member of Parliament cannot pretend to answer a question on behalf of the Executive, irrespective of the background of that Member. It does not matter whether you come from the Government or the Minority party. For this reason, what we would be expecting is for the Chairman of the Committee to table a report of their findings during the process of interviewing the Cabinet Secretary for that particular department, to which the question has been directed. Then, if that is what is being tabled here, there is absolutely nothing wrong in the Vice-Chair, even if he comes from the Minority reading and tabling that particular Statement.
