    "content": "longer there. I am seeking further clarification on the issue of summoning the Cabinet Secretary or the Principal Secretary on national issues. There will be some issues where, if we are going to ask or require one of us to be the one to go and get answers from an individual or an office in the Government and then come here and read a statement, the fact remains that the Chair of that particular Committee will not be able to respond to Supplementary Questions which will be sought by the House. Therefore, I would like to back the suggestion that we need to amend the Standing Orders so that the House can convert itself into a Committee of the Whole when there are serious national issues and we require that person who is in charge, in the Executive to come and speak and be able to respond to subsidiary issues which are normally the ones which dig out whatever the problem is. That would be my suggestion. It should be that way."
