    "content": "THAT, acknowledging that a key pillar of Kenya’s economy includes the provision of an outlet to the sea for many landlocked countries; recognizing that most of these countries are forced to rely on the extremely inefficient Port of Mombasa and Kenya’s poor road and rail systems for lack of an alternative; deeply concerned that several countries in the sub-region are seeking alternative routes to the sea for export and import of their goods; noting that our railway network has literally collapsed leading to heavy road traffic congestion, rapid wear and tear and increase in accidents on our roads as bulk of cargo is transported by road; the Senate resolves that the National Government prioritizes the restoration of Kenya’s competitiveness through the expansion and modernization of the Port of Mombasa, the overhaul of the Kenya-Uganda Railway to a modern standard gauge line, and commences the construction of the Lamu Port–South Sudan–Ethiopia Transport (LAPSSET) Corridor project and eliminates corruption in the sector."
